Project Narrative
The Mobile Airport Authority (“MAA”) through this Request for Proposal (“RFP”) invites written proposals from qualified Contractors (“Contractors”) to provide LANDSCAPE MAINTENANCE SERVICES at MAA’s three property locations: Brookley Field (BAX), Mobile Regional Airport (MOB) and newly acquired property what is known as Thomas James Place and R.V. Taylor Plaza off Michigan & Broad Street.
Bid Submission
Contractors shall submit three (3) hard copies of their proposal, including pricing. Sealed bids will be received by the Mobile Airport Authority, 1891 9th St., Mobile, AL 36615, until 2:00 PM (local time), on the bid date, at which time and place all bids will be publicly opened and read aloud.
Bids must be in the possession of the Airport prior to the bid time on the bid date. The Time of Bid Opening will be 2:00 PM (local time) as recorded by the clock in the Mobile Airport Administration Office. Bids shall be sealed and clearly marked on the outside of the envelope with the following: DO NOT OPEN – PROPOSAL ENCLOSED, “LANDSCAPE MAINTENANCE SERVICES” Bidder’s name, Bidder’s address, Bidder’s license number, and primary contact name and telephone number. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED AND WILL BE RETURNED UNOPENED.
Bids must be completed and signed in ink in space(s) provided on the enclosed blank bid form(s) or bid will be subject to rejection. The bidder (proposer) must supply all the information required by the bid or proposal form. Proposals must be delivered to the following address:

Obtaining the Plans
The plans, specifications, and other contract documents are made available on the date of posting.
Complete plans and specifications may only be obtained from the Mobile Airport Authority Plan Room at https://www.maabids.com/jobs/rfq . Any addendum issued will be made available on this website. Interested bidders are responsible for obtaining addenda and are advised to check the site frequently.
Please register to be placed on the plan holders list at www.maabids.com. All registered plan holders will be notified when there are changes to the bid docs or dates.
Pre-Bid Conference
A Pre-Bid Conference for this project will be held on Wednesday, 8/28/2024 at 10:00 AM (local time) at the Mobile Airport Authority (MAA) Board Room located at 1891 Ninth St., Mobile, AL 36615. This pre-bid conference is strongly recommended to be attended by all prospective bidders.
Notable Contract Requirements
· Bidders having a place of business within the legal boundaries of Mobile County shall be given a 5% preference over vendors located outside of the legal boundaries of Mobile County. Separately, Mobile Airport Authority reserves the right to award the contract to a local responsible bidder if the bid is within 10% of a foreign entity’s bid. A foreign entity is a business that does not have a place of business with the State of Alabama.
· The successful bidder will be required to furnish to the Mobile Airport Authority (MAA) a Warranty covering defects of material and workmanship for the calendar year following MAA’s approval and written final acceptance of the construction.
Refer to the Bid Instructions, Proposal and Contract Forms, Plans, General Provisions, Technical Specifications, and all other contract documents contained herein for detailed information regarding these and other contract requirements.
Bid Award – Lowest Qualified Bidder
The award of this contract will be based upon the lowest qualified bid for the base bid. Mobile Airport Authority reserves the right to accept the base bid (and any combination of alternates, if included) that does not exceed the amount of funds available for the project. Notwithstanding the foregoing, Mobile Airport Authority reserves the right to reject any and all bids.
Mobile Airport Authority continually strives to develop quality sources for goods and services and encourages all prospective Bidders to respond to the Invitation to Bid. Mobile Airport Authority reserves the following rights: to accept or reject any or all bids; and to award the Contract to the most responsive and responsible Bidder whose bid is determined by the Owner to be in its best interest.
The Owner reserves the right to defer award of the Contract for a period of 120 days after the date of opening bids or to reject any or all bids. In case of ambiguity or lack of clearness in stating proposal prices, the Owner reserves the right to adopt the most advantageous interpretation thereof and to accept or reject any informalities or irregularities.
Any and all proposals submitted herein are subject to further negotiation at the option of the Mobile Airport Authority. No contract or agreement of any kind arising out of this proposal and/or negotiations shall be binding or valid against the Airport Authority, its department, officers, employees, or agents unless such contract or agreement is in writing, has been authorized by the Mobile Airport Authority Board of Directors, and signed by the Airport Manager or his/her designee.
Obligation of Bidder
Each Bidder is individually responsible for the careful examination of the site of the proposed Work, the Proposal, Plans, General Provisions, Technical Specifications, Contract Forms, and all requirements of the project. At the time of the opening of bids each bidder will be presumed to have inspected the sites and to have read and to be thoroughly familiar with the plans and contract documents, including all addenda. The failure or omission of any bidder to examine any form, instrument, or document shall in no way relieve any bidder from any obligation in respect to his/her bid.
