2024-023 Green Infrastructure Improvements at Mobile Downtown Airport #17017

Sealed bids will be received by the Mobile Airport Authority at the office of the Mobile Airport Authority (1891 Ninth St., Mobile, AL 36615), until 2 PM Local Time, November 21, 2024, for the furnishing of all labor and materials and performing all work for constructing the following contract:

At the specified time, all bids will be publicly opened and read aloud. The opening will be held at (1891 Ninth St., Mobile, AL 36615).

A pre-bid meeting will be held on November 7, 2024 at 10 AM local time at (1891 Ninth St., Mobile, AL 36615) for the purpose of briefing prospective bidders and DBE's about this project. All prospective bidders are urged to attend.

The work includes constructing approximately 160 linear feet of a regenerative step pool conveyance system along the edge of airport property near the east side of Perimeter Road. In addition to restoration and stabilization the project will include selective clearing, grubbing, excavation, grading, installing stream level structures, installation and maintenance of erosion control, and emergent and riparian planting and landscaping. Stream level structures include rock j-hooks, riffle weirs, and cascade weirs. Erosion control includes mulch, coconut coir fiber matting, temporary seeding, and bypass pumping. Planting and landscaping include installation of seed mixes, live staking, bare root planting, and plugs.

The project shall be completed within Calendar Days of the Issuance of Notice to Proceed. Liquidated Damages for this project shall be $500.00 per Calendar Day.

A Disadvantaged Business Enterprise (DBE) goal of has been established for this project.

Electronic PDF sets of Bid Documents will be available free of charge and can be obtained from the Engineer by emailing: annelise.dodd@volkert.com.The Contractor must obtain the plans and specifications from the Engineer listed above to submit a bid. Bids must be submitted upon the forms included within the contract documents and specifications. Bids shall include all pages included in Division I – Bid Documents. Submission of the entire contract book is not required. Guarantee will be required with each bid as follows: At least 5% of the amount of the bid, but in no event more than Ten Thousand Dollars ($10,000), shall be filed in the form of a certified check or bid bond payable to the Mobile Airport Authority.

Contract bond will be required as follows: 100% of the contract price.

Labor and Materials Bond will be required as follows: 100% of the contract price.

No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified with the State of Alabama. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in Alabama.

No contract will be awarded unless the contractor holds a current and appropriate license from the State Licensing Board for General Contractors, Montgomery, Alabama.

No bid shall be withdrawn for a period of 120 days subsequent to the opening of bids without the consent of the Owner. The right is reserved to reject any or all bids and waive informalities in the bidding.
